How does one apply the gold powder? Is it a buff, puff, brush?

Since I don't have it in my hands, I would guess with either a powder brush or Armani's all-purpose Blender Brush. I will ask Loyd, but since it hasn't arrived in stores, we may have to wait in suspense.
